YOBE SEMA, WITH SUPPORT FROM UNHCR, ORGANIZES 3-DAY ADR TRAINING

Yobe SEMA, with Support from UNHCR, Organizes 3-Day Alternative Dispute Resolution (ADR) Training to Strengthen Community Peacebuilding

The Yobe State Emergency Management Agency (SEMA), with support from the United Nations High Commissioner for Refugees (UNHCR), successfully organized a three-day Alternative Dispute Resolution (ADR) training programme from 20–22 October 2025.

Funded by the Internal Displacement Solutions Fund (IDSF), the initiative targeted traditional leaders, district heads, and members of civil society organizations (CSOs) from Durable Solutions Priority Local Government Areas (LGAs) in Yobe State.

The programme aims to strengthen community-level capacities for peaceful conflict resolution, in line with Nigeria’s National Policy on Internal Displacement and the Yobe State Action Plan on Durable Solutions (2025–2027). By equipping participants with mediation and arbitration skills, the training supports local integration, voluntary returns, and resilience amid ongoing displacement challenges in the northeast.

The training specifically sought to:
Enhance understanding of various ADR mechanisms—negotiation, mediation, mini-trials, and neutral evaluation—and their application in displacement contexts.
Build practical skills in mediation processes, arbitration proceedings, and communication for consensus-building.
Promote ethical ADR practices that advance durable solutions, local integration, and conflict prevention in target LGAs.
Strengthen collaboration among traditional institutions, CSOs, and government actors for inclusive peacebuilding.

The expected outcomes include

Reduced communal tensions
Improved local governance, and alignment with Yobe State’s 5% budget allocation for IDP solutions.

This UNHCR-IDSF-supported ADR training, implemented by Yobe SEMA, stands as a model of effective partnership toward achieving durable solutions in displacement settings. By empowering local actors, it reinforces Nigeria’s transition from crisis response to resilient, community-driven development — ensuring that no one is left behind.
